To put the title in context, when Lau orders one of his underlings, such as his personal assassin Ranmao, to kill, he puts his left "paw" (the one with the dragon tattoo up the arm) up and curls it in like a cat's, and goes "MEOW!" You may notice he is posing like this in every official Kuro art, and you see him in action doing it in volume five when he orders Ranmao to kill the Wests. God he can be freaky, LOL.
